The Right to Information Act, 2005 is one of the most powerful tools available to citizens of India. It allows any citizen to demand information from any government body within 30 days. RTI has been used to expose corruption, check government schemes, verify property records, and hold public officials accountable. Yet most people do not know how simple it is to use.
Who Can File RTI?
Any citizen of India can file an RTI application. There is no eligibility requirement. No reason needs to be given for seeking the information. No advocate is needed β you can file it yourself.
What Information Can You Get?
Any information held by or under control of a public authority β government departments, local bodies, courts (administrative matters), public sector undertakings, schools and colleges receiving government funds, police stations, and Sub-Registrar offices. Common uses: checking land records and government acquisitions, verifying property approvals, getting building plan approval status, checking status of your complaint, verifying government scheme benefits, and exposing corruption in local bodies.
How to File RTI Application β Step by Step
Step 1 β Identify the Public Information Officer (PIO): Every government department has a designated PIO. Address your application to the PIO of the relevant department.
Step 2 β Draft the Application: Write a simple letter in English or Telugu stating: your name and address, the specific information you want (be precise β vague requests get vague responses), and request for information under the RTI Act 2005.
Step 3 β Pay Fee: Rs 10 application fee (postal order, DD, or online for central government departments). No fee for BPL card holders.
Step 4 β Submit: Post by Registered Post to the PIO, or file online at rtionline.gov.in for central government departments. For AP state departments file through AP SIC portal.
Step 5 β Wait 30 Days: PIO must reply within 30 days (48 hours if life or liberty is involved). If information concerns a third party 40 days.
First and Second Appeal
If PIO rejects or ignores β file First Appeal to the First Appellate Authority (senior officer) within 30 days of rejection. If First Appeal failsΒ file Second Appeal to the Central Information Commission at cic.gov.in or State Information Commission AP within 90 days.
